Have you posted this request for assistance on any other freelancer sites? What country are are you based in? What is your budget for your proposal, or are you setting up a bidding war to reflect a lowest common denominator situation? Please respond to the questions from @mgoodman, because your response to those questions will establish a uniform base for prospective applicants to effectively consider your request.
