App Development Tool Or Software?

I am a technically savvy marketer and was told recently that there is app development software (apps for iPod, Android, Blackberry etc) now out there that makes it relatively easy to build your own app versus paying a company tens of thousands of dollars. I think I can build my own app but am having trouble finding the tool. Does anyone know of this tool or software?

    Been keeping my on eye on Aquafadas's Beta application past few months. It just launched this week as a free plug in for either InDesign or Quark (strangely though, you have to fill out a vetting form for review before downloading). I understand Quark already uses the app in some form as a re-branded offering.

    oops, I should have mentioned Aquafadas's offering is a digital publishing system.
