It isn't clear what you want. We don't usually have anything called an "SOP" for hospital marketing.

What we would start with is a (1) clear statement of the objective, (2) definition of the target audience, and (3) in-depth understanding of the unique and compelling benefit the target audience can expect if they do whatever it is you want them to do. (Have you done a SWOT analysis?)

Who/what is the competition? What makes you different, and better, than others offering similar services in your geographic area?

Marketing isn't really an area that is ripe for SOPs, as the actions done are so varied. You can't write a procedure on how to make a piece of literature, as there are so many variations on type of literature, what they are meant to do, who they target, etc.

What is SOP-able is the big picture process of making marketing programs - who provides initial approval that there is a need for the program, who generally does the writing of the content, who approves the content, who approves the costs to produce, etc. These approvals are set to make sure that what is produced is something that makes sense for the business and does the job that people think it should be doing.
