Usp Generator Database

I want to create an online tool or app where our salespeople have to answer 3 to 4 multiple choice questions about a customer. Based on the answer to these questions, an x number of USPs that are relevant for this customer must be shown (consult database). It should then be possible to click on these USPs for more information.

Ideally, it should be possible to bundle these USPs with underlying information (in corporate design) in one PDF or something similar that I can then send to the customer.

Does anyone know a good tool with which we could build this (ourselves)? We work on a tight budget, so expensive solutions, or solutions that require a lot of consultant hours, are not suitable for us.

    What technological expertise do you have? Do you have programming, database, scripting, HTML/CSS talents in-house? Have you tried crafting a bare-bones version with a single question to test out your abilities?

    No we do not have any programming experience in-house.
