Were going to need more information. What is the proposal intended to accomplish? Who is the audience for the proposal? Where? Why?

When you say you are a 'rural government', are you an elected Council or a Department or Agency of a State or National Government? What is the purpose of your organisation? What type of services do you provide for residents or businesses that live in your area? Where is your location? What is your organisation's name?
