There may not be a central location that contains what you are seeking. Why don't you meet face-to-face with a few restaurant owners in your area and ask them if they are aware of any resources that might have what you want -- if not national, then perhaps local or regional?

Most restaurants are small ventures, and likely do not have separate emails for different employees. So you may not find an email for the owner.
