Is it worth it? Yes, it is. Think of social media, review sites, Google My Business, Yelp, listings ...
There's lots of scope.

You can't really rank a specific keyword with higher Keyword difficulty without having high-quality links. Off-page is an important part of SEO and yes it's totally worth it to invest time in it.
