    Since you can't do a worldwide promotion, focus on who specifically are you trying to target? Where are they located? Why would they want to business with your company (instead of the company they currently know and trust)? What special services or knowledge does your company have?

    Which kind of cargo, in what form, from which nations to which destinations and in what kind of bulk?

    Who exactly is your target audience? What's important to them? Why might they switch from their current air cargo carrier to yours?
