Photo Releases For Agency Blogs/social Media?

I work for a state agency. Our director is looking to blog and post to social media when she visits different sites around the state. The question has come up about whether or not she would need photo releases for the people present. For example, she could visit a training session and post a photo taken during the session with a statement about its value. Technically, this is marketing, but it also seems to have newsworthiness and occurs in a public space. What dominates here?

    Marketing. Either state in advance that all images taken will be used for promotional purposes and that people are free to opt out by asking, politely, that they not be photographed. Or have people sign off on a release.
