I should have stressed -- everything has to go thru BP. You can follow thru any of the above suggestions-- but all the social media and white house emails won't get you in front of BP in the right way. The white house isn't in charge. You go yourself to a closed area and you will be arrested by the Coast Guard. BP accepted Kevin Costner's water machines and turned down the guy who did the underwater photography (robotics) for the Titanic. They are collecting hair (salons around the country) and doing something similar to this. There are some local groups, but for the most part they are dissuaded and no volunteers allowed-- going there is out. They're a liability for the health issues and have to go thru hazmat and other training. BP is hiring workers -- typically the out of work fishermen, and the locals need the $$-- lowering booms and absorbing the oil. So if you don't go thru the format they've set up for this-- it's not going to get anywhere. If they had a contact info on the video you could forward the link above. There are a lot of good, homegrown ideas like this out there. Hopefully some have made it to the right eyes and ears.
